			<content:encoded><![CDATA[<p>eBay has a new cross border trade agreement, if you want to sell internationally or list on eBay.com if you are not from the USA you will have to agree to the Cross Border Trade Agreement. You can find it at <a href="https://scgi.ebay.com/ws/eBayISAPI.dll?CBTRecoupAgreement&amp;guest=1">https://scgi.ebay.com/ws/eBayISAPI.dll?CBTRecoupAgreement&amp;guest=1</a> Their is very little on the site about the agreement, most people are finding out when they try to list and get the pop-up to agree to the agreement. One of the main principals of the agreement is that eBay now has the right to hold your Paypal money or come and get it in the case of a Paypal Charge back.</p>
<blockquote><p>CROSS BORDER TRADE AGREEMENT<br />
Cross Border Trade Agreement</p>
<p>You are attempting to list an item(s) on eBay’s United States site, eBay.com (the “U.S. eBay site”), the terms of which are with eBay Inc. (“eBay”). You must review and accept this Cross Border Trade Agreement (the “Agreement”) before you will be allowed to list on the U.S. eBay site.</p>
<p>PARTIES. If you have a PayPal account, this Agreement is between:<br />
· You;<br />
· eBay; and,<br />
· PayPal ­ if you have a PayPal account registered in the European Union, PayPal (Europe) S.à.r.l. &amp; Cie, S.C.A., and if you have a PayPal account registered outside the European Union, the PayPal entity with which you have entered into a User Agreement to receive the PayPal Services (such PayPal entity “PayPal”).</p>
<p>If you do not have a PayPal account, then this Agreement is between you and eBay only.</p>
<p>APPLICATION TO ALL CURRENT &amp; FUTURE LISTINGS. This Agreement will apply to all of your active or “live” listings that you have posted to the U.S. eBay site, including Good ‘Til Cancelled listings, as well as any future listings that you post on the U.S. eBay site. If at any time after accepting this Agreement you no longer want these terms and conditions to apply to future listings on the U.S. eBay site, then all you have to do is not list additional items on the U.S. eBay site.</p>
<p>Also, if at any time after accepting this Agreement you no longer want these terms and conditions to apply to your already active or “live” listings on the U.S. eBay site, then you must end your listings in accordance with eBay.com’s policy for ending listings.</p>
<p>PAYMENT HOLD NOTICE: PAYPAL FUNDS FROM YOUR U.S. EBAY SITE SALES MAY<br />
BE UNAVAILABLE FOR A PERIOD OF TIME. If and when you are paid through PayPal for items you list and sell on the U.S. eBay site, you understand, acknowledge and agree (and accept this paragraph as PayPal’s notice) that for such transactions:</p>
<p>a) If PayPal believes that there is a risk associated with you, your PayPal account, or any or all of your PayPal transactions, then pursuant to the “Payment Hold” section of your PayPal User Agreement, PayPal may hold the funds you receive into your PayPal account from each of your transactions on the U.S. eBay site for up to 21 days from the date on which PayPal lets you know that it is “OK to Ship” the relevant item, or in some instances longer. You may view the text of the “Payment Hold” section that applies to PayPal accounts registered in the European Union here.</p>
<p>b) PayPal will consider a number of factors in evaluating if there is a risk, such as if eBay considers you to be a seller who does not meet certain seller standards, or you are a new PayPal customer and/or eBay seller or have a limited customer/seller history with PayPal and/or eBay. You may review additional information about the circumstances under which payments will not be immediately available for items you sell on the U.S. eBay site here.</p>
<p>c) If you use a PayPal account registered in a country outside of the European Union, you agree that the PayPal entity that operates the PayPal website where you registered your PayPal account, in its sole discretion, may place a hold on any or all of the payments you receive when it believes there may be a high level of risk associated with you, your account, or any or all of your transactions; that its determination may be based on a number of different factors and may rely on information it receives from its third party partners, such as eBay; that, if it places a hold on a payment, the payment will show as &#8220;pending&#8221; in your account; that, if it places a hold on any or all of the payments you receive, it will provide you with notice of this action; that it will release the hold on any payment after 21 days from the date the payment was received into your account, unless you receive a dispute, claim, chargeback, or reversal or it takes another action permitted under its user agreement with you; that it may, in its sole discretion, release the hold earlier under certain circumstances, for example, if you have uploaded tracking information; and that it may continue holding the payment in your account if you receive a dispute, claim, chargeback, or reversal, until the matter is resolved pursuant to its user agreement with you.</p>
<p>EBAY BUYER PROTECTION POLICY. You acknowledge and agree that the U.S. eBay site has an eBay Buyer Protection Policy (the “eBay Buyer Protection Policy”). Among other terms and conditions, if a dispute arises and cannot be resolved between you as a seller and your buyer on the U.S. eBay site, you agree that eBay will resolve the buyer’s complaint pursuant to the eBay Buyer Protection Policy. This includes being liable to eBay for any and all amounts refunded to your buyer under the eBay Buyer Protection Policy. The full terms of the eBay Buyer Protection Policy may differ from the eBay buyer protection policy (if any) that governs your own eBay site of registration.</p>
<p>LISTING FEE REFUNDS. If an eBay Buyer Protection Policy dispute is resolved in favor of your buyer and your buyer receives a payment under the eBay Buyer Protection Policy, you will not receive a refund of your listing fees from eBay.</p>
<p>BILLING AGREEMENT. If you have a PayPal account and use it to list and sell on the U.S. eBay site, you agree to the following:</p>
<p>a) AUTHORISATION TO CHARGE YOUR PAYPAL ACCOUNTYou hereby authorise eBay, or any eBay affiliate appointed by eBay, to charge your PayPal account for the full amount of any money you owe eBay under the eBay Buyer Protection Policy (the “Authorised Amounts”) on a one-time, sporadic, or recurring basis.</p>
<p>b) YOUR INSTRUCTION TO PAYPAL<br />
You authorise and instruct PayPal, or any PayPal affiliate, to debit your PayPal account for all and any Authorised Amounts and to pay eBay, or any eBay affiliate appointed by eBay, such Authorised Amounts. By providing such authorisation and instruction, you acknowledge and agree that in all circumstances you reasonably expect that payments made pursuant to this section are variable and may be made on various dates.</p>
<p>You further agree that PayPal is not obliged to verify or confirm the amount that eBay presents to PayPal for the purpose of processing the payment of any Authorised Amount.</p>
<p>c) CANCELLATION<br />
(i) If at any time you no longer want PayPal to debit your PayPal account for future Authorised Amounts, then all you have to do is not list additional items on the U.S. eBay site and end all and any of your active or “live” listings on the U.S. eBay site in accordance with eBay.com’s policy for ending listings. Alternatively, for listings not yet active or “live” on the U.S. eBay site, you may withdraw this authorisation by emailing PayPalReimbursementOpt-Out@ebay.com, using your registered eBay email address, providing your eBay ID, and stating your intention to Opt-out of PayPal reimbursement. Your withdrawal will be effective within one business day, after which time eBay will not use your PayPal account to recover amounts that you owe due to a U.S. eBay site claim.</p>
<p>However, as a consequence of withdrawing this authorisation, you will no longer be allowed to list on the U.S. eBay site.</p>
<p>(ii) If you use a PayPal account that is registered in the European Union, this section is without prejudice to your right to cancel a recurring payment pursuant to the “Cancelling Recurring Payments” section of the PayPal User Agreement. You will remain obligated to pay eBay for all unpaid amounts, and eBay reserves the right to seek reimbursement through other means.</p>
<p>AUTOMATIC PAYMENT METHOD. eBay may require you to have an automatic payment method on file with your eBay site of registration. Where there are insufficient funds in your PayPal account balance and where you have designated PayPal or another payment method as your automatic payment method on your eBay site of registration, you authorise eBay, or any eBay affiliate appointed by eBay, to charge your automatic payment method (and, if PayPal is your automatic payment method, any payment methods or funding sources linked to your PayPal account) for all and any amounts eBay paid to your buyer for claims resolved against you under an eBay Buyer Protection policy, subject to the terms of the billing agreement governing the use of your automatic payment method. If eBay, or any eBay affiliate appointed by eBay, is unable to charge your automatic payment method, you agree to reimburse eBay in full and in a timely manner for all and any amounts eBay paid to your buyer for claims resolved against you under an eBay Buyer Protection policy, subject to account sanctions, up to and including account suspension and termination, for failure to reimburse eBay.</p>
<p>AMENDMENT. With the exception of subsections (a), (b), and (c)(ii) in the above “Billing Agreement” section, eBay and/or PayPal may amend these terms at any time by posting the amended terms in accordance with the relevant eBay and/or PayPal User Agreements. All amended terms will automatically be effective 30 days after they are initially posted. Additionally, eBay will notify you via the Messages section of My eBay.</p>

			<content:encoded><![CDATA[<p>As announced earlier in the year the updates are now taking effect at eBay.ca. The most notable update is allowing 25 more characters to your title. This will allow more keyword stuffing and more misspelled words in the title, more eBay deals for our fat finger users.</p>

<p>Updates announced earlier this year are in effect—just in time for the holiday selling season.</p>
<p>Available now: 80 characters in your title to draw more buyers to your listings.</p>
<p>You now have 25 EXTRA characters in your title to draw more buyers to your listings! Include more keywords and descriptors to get your listings in front of even more interested buyers. Read tips on how to best use all 80 characters, then revise your titles for maximum visibility.</p>
<p>Specify a shipping service and cost for your Canadian, US, UK and AU buyers in order to maximize your search exposure.</p>
<p>On September 22, we launched required shipping for Canada, and for select trading corridors.</p>
<p>For listings created on eBay.ca:<br />
You will need to specify shipping information (service and cost) to Canada in order to complete your listing.<br />

<p>Note that this applies to both new listings and Good &#8216;Til Cancelled listings, upon renewal, so be sure to review all Good &#8216;Til Cancelled listings offered to these areas and make sure shipping information is specified.</p>
<p>Attract even more buyers—offer a meaningful return policy</p>
<p>Today&#8217;s online shoppers expect to have a reasonable timeframe for returns and the option of getting money back—that&#8217;s why you can now offer &#8220;Money back or exchange&#8221; as a returns option. In 2012, the 3- and 7-day return options will be retired and a money-back option will be required whenever returns are accepted. As always, sellers may specify &#8220;no returns accepted&#8221;.</p>
<p>Give yourself a competitive edge for the holidays—start offering longer return timeframes and money-back options now. Learn more.</p>
<p>Include unique product identifiers to get your listings found by search engines</p>
<p>Get found on eBay, Google, Yahoo! and via other Internet search engines. By including unique identifiers like UPCs, EANs, and ISBNs in your listings, your items can be more easily found by buyers using eBay search, off-eBay search, and mobile apps. Be sure to include these identifiers in the designated field whenever you list.</p>
<p>Keep your buyers on eBay—for your protection and theirs</p>
<p>As of October 1, new listings and re-listings will be blocked if the item description includes an email address or link that doesn&#8217;t help buyers transact safely and efficiently on eBay.</p>
<p>Additional protection for your US performance rating is in effect!</p>
<p>Now, if a buyer doesn&#8217;t contact you before opening an eBay Buyer Protection case, and you act quickly to resolve it, the case won&#8217;t be included in your performance rating. As always, any case that is escalated and found in your favour will not affect your performance rating.</p>
<p>All GPS device products must be listed against the eBay catalogue</p>
<p>As of September 15, you are unable to submit a new listing or re-listing that is not associated with a matching product in the catalogue. If a business can attract a new customer by giving away a 2-1 meal or a half price deal to get you to try their product, it&#8217;s a good deal for them as well as a good deal for you.</p>

They will be looking to cash in on this when they do the IPO sometime in the future. If some of your listings have email addresses or non-compliant links, be sure to start updating these listings and listing templates now.<br />

More buyers for your GPS devices</strong><br />
Last year, a new way for buyers to find the popular products they&#8217;re looking for powered by the eBay catalogue was introduced in the GPS devices category. Since then, listing with the catalogue has been required in this category whenever there&#8217;s a product match. Starting September 15, to make the shopping experience even more rewarding, to complete a listing or relisting for a GPS device that doesn&#8217;t have a match in the eBay catalogue, sellers will be required to add the product to the catalogue. Later this month a new tool for adding products in this category makes it fast and easy.</p>
<p><strong>More buyers for your tickets</strong><br />
A new, more robust catalogue is coming to eBay Tickets in August to make it a top destination for ticket buyers and build exposure for your listings. The new tickets catalogue will help you specify more key details about your tickets and the event and make listing faster and easier. There will be category and item specifics updates in Tickets, too. Starting in September, buyers will see all tickets for an event on a single page with handy access to a venue seat map.</p>

As always, changes to categories and item specifics are included with the rest of the seller updates. Look for updates in Tickets, Electronics, Coins, Computers &amp; Electronics, and Collectibles in August. Find out if your listings are affected.</p>
